Absract. Проблемите по издирването, опазването и стопанисването на българските паметници на културата на територията на Румъния в течение на много години са ангажирали вниманието на Министерството на външните работи (МВнР), и по-специално – Посолството на НРБ в Букурещ. С разрешаването на тези проблеми се занимават и Комитета за изкуство и култура (КИК), Българската академия на науките (БАН) и други институции, командировани са български учени и специалисти, разменени са дипломатически ноти, проведени са срещи на партийни, държавни и културни ръководители на различни нива, разговори и обсъждания, набелязани са конкретни мерки, но резултати не са постигнати.
Основната причина за това са липсата на съгласуваност, системност, липсата на настойчивост, гъвкавост и целенасоченост при решаването на тези проблеми от страна на НРБ, както и поради „особената линия“ на румънското правителство към българските културно-исторически паметници. Показателен в това отношение е случаят с българското училище „Христо Ботев“ в Букурещ, което съгласно новите градоустройствени планове през февруари 1988 г. заедно със старата българска църква е разрушено от румънските власти, тъй като през мястото преминава ул. „Каларашилор“ (дн. бул. „Корнелиу Копосу“).

THE PROBLEM OF CULTURAL-HISTORICAL MONUMENTS IN THE BULGARIAN-ROMANIAN RELATIONSHIPS
Abstract. The problems concerning research, preservation and management of Bulgarian cultural monuments in Romania have attracted the attention of the Ministry of Foreign Affairs and particularly the Embassy of the People‘s Republic of Bulgaria in Bucharest for many years. The Art and Culture Committee, the Bulgarian Academy of Sciences and other institutions are also involved in solving of these problems. Although many meetings of political and cultural leaders of various fields and the exchanged diplomatic notes the targeteted specific measures have not been achieved.
The first reason for this is the lack of coherence, systematicity and organization and the lack of persistence, flexibility and purposefulness in solving of these problems by the People‘s Republic of Bulgaria.The second reason is the “special line ” of the Romanian government towards Bulgarian cultural interests and monuments. Remarkable in this aspect is the case of the Bulgarian School “Hristo Botev ” in Bucharest, which accordingly to the new architectural planning, were destroyed in February 1988 with an old Bulgarian church on Str “ Kalarashilor” (present-day “Cornelius Coposu” Blvd.).

ЗА КОЛИЧЕСТВЕНИТЕ МЕТОДИ В ЕЛЕКТОРАЛНАТА ИСТОРИЯ, ИЛИ КАК ДА ИЗМЕРВАМЕ ИЗБИРАТЕЛНИТЕ СИСТЕМИ?

Absract. Статията анализира методите на измерване на изборите и избирателните системи. Фокусът попада върху най-разпространените коефициенти на диспропорционалност – индекса на Рей, индекса на Луузмор и Хенби и индекса на най-малките квадрати на Галахър. Представени са също така и количествени методи за изчисление на партийните системи: коефициентът на предимство на Таагепера и Шугарт, индексът на фракционализация на Рей и ефективният брой партии на Лааксо и Таагепера.
Заключителната част на статията се спира на някои типични затруднения при измерванията на изборите в по-далечното минало: проблеми, касаещи наличие на т.нар. „неоспорвани мандати“, на регионални коалиции в парламентарни избори, на депутати по назначение и пр.

ABOUT THE QUANTITATIVE METHODS IN ELECTORAL HISTORY, OR HOW TO MEASURE ELECTORAL SYSTEMS
Abstract. The article analyzes the measurement methods of elections and electoral systems. The most common coefficients of disproportionality are presented: The Rae index, the Loosemore – Hanby index, and the Gallagher Least Squares index. Mentioned are also some quantitative methods for evaluation of party systems: The Taagepera – Shugart advantage ratio, the Rae fractionalization index and the Laakso & Taagepera effective number of parties.
In the conclusion part the author discusses some typical difficulties in measuring elections and electoral systems in the more distant past: problems concerning an existence of uncontested mandates, regional-based coalitions for parliamentary elections, members of parliament by appointment etc.

Absract. Social transformations, the rapid development of scientific and technological progress, the change of the ruling regimes pose many challenges to the modern citizen. An average person is often not ready to psychologically resist rapid changes, and tries to adapt to them in a different way. In terms of fleeting social changes, we can observe an increase of interest towards religion in certain categories of population, because in a faith in God, people are trying to find spiritual support, protection and answers to the challenges of the present time. In view of this, studies of the transformation of religious consciousness in the conditions of socio-political transformations acquire a special relevance.

Absract. Статията има за цел да представи появилите се в северозападните български земи полусамостоятелни владения през периода края на XII – началото на XIV в. Направен е опит да се потърсят закономерностите в политическите процеси през посочения период в този район от българската етническа територия. С оглед на факта, че през XIV в., под една или друга форма, единствено Видинска област е част от българската държава, основните изводи за края на разглеждания период са направени за политическото развитие на тази територия. Формираният в края на XIII и началото на XIV в. политически модел е посочен като основна предпоставка за бъдещото развитие на областта през средата и втората половина на XIV в.

SEMI-INDEPENDENT POSSESSIONS IN THE NORTH-WESTERN BULGARIAN LANDS FROM THE END OF THE XII TO THE BEGINNING OF THE XIV CENTURY
Abstract. The article focuses on the semi-autonomous possessions in the north-western Bulgarian lands between the end of the XII and the beginning of the XIV century. The main accent is placed on Vidin region. The political model formed there at the end of the XIII and the beginning of the XIV century was mentioned as the basic prerequisite for the future development of the area in the middle and the second half of the XIV century.

THE EDUCATION IN COMMUNITY CENTERS IN BULGARIA DURING THE PERIOD 1918 – 1944
Abstract. The research is historical and pedagogical and aims to outline the main trends in the development of the library education in Bulgaria during the period 1918 – 1944. It is also a first attempt for a multilevel study of library education as a segment of Bulgarian education, in particular of non-formal education in Bulgaria.
