CHALLENGES FACING IMPLEMENTATION OF INCLUSIVE EDUCATION IN UKRAINE

Abstract. The relevance of the research is determined by the fact that implementation of inclusive education in Ukraine has been gaining paramount importance with the aim of ensuring equal opportunities for all children for quality education and development of an inclusive society. Considerable progress has been made in implementing inclusive education in Ukraine as evidenced by the introduced amendments to the law of Ukraine on peculiarities of education accessibility for people with special educational needs (SEN) and issuing other legal and regulatory instruments. Nevertheless, it is obvious that putting all these into action is quite a highly complicated task. The purpose of this research is to reveal challenges which stand in the way of successful implementation of inclusion in Ukraine. To reach the set goal, along with theoretical methods, empirical (questionnaires designed by the authors and individual interviews) and statistical ones (for quantitative and qualitative processing and graphical representation of the received data) were used. Based on the carried out investigation, it was revealed that there are the following obstacles on the way of inclusive education implementation in Ukraine: skills of teachers; attitudes towards inclusion and disability among teachers, trainee teachers, parents, and peers; self-perception of children with SEN; school environment including difficulties in physical access; and expenses involved.

IMPLEMENTING YOUTH TARGETED EDUCATION AND LLL POLICIES AT REGIONAL LEVEL

Abstract. This article aims to present most of the main national policies that are oriented towards education and lifelong learning. Different aspects of policies that are revealed focus attention on key issues faced the conditions for increased participation of all ages people in education and learning.

The article also presents several programs implemented in Blagoevgrad region, focused on facilitating the transition from the educational institution to the labor market. The analysis is aimed at showing positive and critical moments in the implementation of different programs and projects at regional and national level. The article is based on results obtained by the project under Horizon 2020 program in which the authors participate.

В статията се защитава тезата, че приобщаващото образование, като идея и практика, е възможно решение по посока на повишаване качест­вото на обучението в слетите класове, защото в най-пълна степен не само от­чита многослойната им структура и социокултурна специфика, но позволява използването им като ресурс за качествено образование в културния контекст на общността.

SCHOOLS WITH MULTIGRADE CLASSES THROUGH THE PARADIGM OF INCLUSIVE EDUCATION

 

 

Abstract. The article maintains the thesis that inclusive education as concept and practice is a possible solution toward enhanced quality of education in multi-grade classes as it allows not only proper recognition for their multilayer structure and socio-cultural specifics to the fullest possible extent but also their utilization as a resource for quality education in the cultural context of the community.

В навечерието на публичното обсъждане на учебните програми по гражданско образование целта на тази статия е преди всичко да подреди и систематизира стъпките и процесите, довели до тяхното създаване. Може да се проследи и известна концептуализация, но тя отстъпва на по-заден план и ще бъде обект на следваща статия.

ЧИТАЛИЩНОТО ОБРАЗОВАНИЕ НА ЕТНИЧЕСКИТЕ МАЛЦИНСТВА В БЪЛГАРИЯ 1944 – 1956

Absract. Изследването е историко-педагогическо, извороведско и има за цел да открои основни тенденции в развитието на читалищното образование на ет­ническите малцинства в България през периода 1944 – 1956 г. То е първи опит за проучване на съдържанието и формите на читалищното образование на етническите малцинства за определен исторически период и е изцяло базирано върху ис­торически извори и действащи нормативни актове. Изведените позитивни прак­тики и подходи са ценен опит за съвременната образователна политика относно приобщаването и десегрегацията на етническите малцинства в една от разновид­ностите на извънучилищно, неформално образование – читалищното, устойчиво вписано в българската образователна традиция със своята 160-годишна история.

LIBRARY EDUCATION OF ETHNICAL MINORITIES IN BULGARIA 1944 – 1956

 

 

Abstract. The research is historical and pedagogical of its kind; it seeks sources and aims to differentiate major trends in the development of the library education of the ethnical minorities in Bulgaria over the period 1944 – 1956. It is a first attempt for researching the contents and the forms of library education of ethnical minorities within a certain period of history. It is completely based on historical sources and enactments. The extracted positive practices and approaches are valuable experience of the contemporary education policy on integration and desegregation of ethnical minorities in one of the types of the extra-school, informal education – the library education which is inseparably involved in the Bulgarian education tradition with its 160-year history.

СЕМАНТИЧНИ КРИТЕРИИ ЗА ТРАНССВЕТОВА ИДЕНТИФИКАЦИЯ НА ПРЕДМЕТИТЕ

Absract. Настоящата статия изследва семантиката на възможните светове, където се разглеждат правилата за транссветова идентификация на предмети­те. В този контекст ще бъдат разгледани различни логически теории за значе­нието и референцията на името. Целта на това изследване е да се покаже, че значението на едно име е критерий за транссветова идентификация. Ако отго­ворът на този въпрос е положителен, би следвало да се разбира, че значението е нещо обективно.

За да се отговори на този въпрос, ще бъдат разгледани някои философски теории за това как се образува дефиниция и как се разбират интензията и ек­стензията. Целта е да се обясни как разбираме обективно значението на терми­ните, което би могло да служи като критерий за транссветова идентификация на предметите, към които се отнасяме с тях.

COLLABORATIVE SEMANTIC CRITERIA FOR TRANS-WORLD IDENTIFICATION OF OBJECTS

 

 

Abstract. This paper explores the semantics of possible worlds where the rules for the trans-world identification of objects are considered. Different logical theories on the meaning and reference of the name will be considered in the context of the semantics of the possible worlds. The purpose of this study is to show whether the meaning of a name is a criteria for trans-world identification. If the answer to this question is positive, it would mean that the category meaning is objective.

In order to answer this question, some philosophical theories on how a definition is formed and how intent and extension are understood will be considered. The aim is to explain how we understand the meaning of the terms objectively, which could serve as a criteria for trans-world identification of objects.

Abstract. A modification in the Higher Education Act in Chapter 4, concerning the mechanism for election and appointment of the Department Heads is suggested. The proposed amendment would contribute to the quality of higher education.
